Most people express sympathy when kids die, whether they mean it or not. It’s part of the social contract, independent from law. If you don’t have something nice to say, the polite thing is to shut up. You won’t be arrested for breaking social expectations, but don’t be surprised if there are social repercussions

People have a right to disassociate with you for this behaviour and they probably should.
