Too hot for me is Taiwan in the summer–I would have to rest after walking up a flight of stairs and found it very difficult to do anything outside of air-conditioned malls or going up into the mountains (which are unmissable to me for any traveler.) I like the heat in Hawai’i in Jan-March. I just haven’t been everywhere so I don’t know how to compare. Basically anywhere you can throw yourself in the water whenever you overheat.
