Isn’t Smokey a forest ranger? Cause I think they are cops at least some of them.
There are two kinds of rangers, the tour guide kind and the police kind. NPS and USFS both have their own law enforcement departments. You can identify them because they have the police-style badge, while the tour guide kind have smaller or no badges.
Smokey doesn’t wear any badge (or any shirt, for that matter) so I assume he is not the police kind.

Wait, is Smokey The Bear the inspiration for when Randy from Trailer Park Boys goes back to “working the streets” for cheese burgers and goes by Smokey? From the waist down it’s his outfit, and his hairy body could be the bear fur? And his hat is very similar.
